Chinese AI developers DeepSeek and MiniMax have received licenses for overseas use as Beijing implements interim registration requirements ahead of broader technology export controls. The Ministry of Commerce announced optimized screening procedures for dual-use export controls taking effect Nov. 18, following public consultations on draft rules closing Nov. 15. The draft export catalogue adds 40 technologies across AI, solar manufacturing, and biotechnology, banning 14 items and restricting 26, with 23 AI entries requiring government approval for overseas transfers of models with at least 2T parameters, training compute of at least 10^26 operations, or a global top 10 ranking.
