French PR firm Havas Media used a subcontractor called Piro, Inc. to establish the Hanover Institute for Public Policy, a website hosting data reports intended to guide large language model responses about Israel and Gaza. Tests found that ChatGPT and Perplexity both cited the institute's content, which consists of articles framed as questions about the morality of the Israel Defense Forces and policies in Gaza.

The $100,000 campaign was disclosed in Foreign Agents Registration Act documents filed with the Justice Department. These efforts follow a separate $46.5 million campaign managed by Clock Tower X, a firm led by former Trump campaign manager Brad Parscale, to deliver "GPT framing results" on behalf of Israel.
