President Donald Trump publicly released the White House Accord on Super Intelligence, posting the text of the voluntary agreement on Truth Social with endorsements from Google, Anthropic, Meta, OpenAI, xAI and Nvidia. The accord, a Joint Commitment on Frontier Responsibilities, calls on each company to implement four layers of controls and audits, starting with robust internal controls to monitor models' capabilities and alignment around areas like cybersecurity, biosecurity and chemical threats and to ensure they do not hack or access technical systems in unintended ways. It also calls for an internal team to make sure those controls operate and issues are remediated, an independent external auditor to assess whether they work as intended, and an independent committee of the board of directors to oversee them.

The document says the participating companies will meet regularly to establish standards and best practices, and that 'over time, it may make sense to codify these steps into laws or regulations.' It adds that implementing the controls and audits 'is critical to ensuring a safe future for everyone' regardless of whether that happens. Elon Musk described the commitments as
