Anthropic co-founder Jack Clark called for a mandatory AI “kill switch,” following a weekend in which OpenAI chief Sam Altman and Elon Musk backed Anthropic CEO Dario Amodei’s call to slow AI development. “First, we could lose control of the future to AI,” Altman warned Monday. He also warned against concentrating power in one company, person or country.

OpenAI now prepares explicit safety cases before frontier reinforcement learning runs that it expects to substantially increase model capabilities, extending safety work beyond checks before model releases. It has also committed to giving independent evaluators access comparable to employees, matching Anthropic’s pledge. Altman backed consistent federal safety requirements but said companies need not wait for legislation or an antitrust exemption to act. “When we talk about ‘pacing’, we do not mean ‘stopping’” was his message: development should continue, but more slowly than it otherwise could because safety measures carry costs.

Amodei’s three-step proposal combines embedded outside evaluators, common safety standards among AI companies in democratic countries and coordination with authoritarian governments. Anthropic will give
