The New York City Council is considering a bill that would fine AI vendors $25K for every model sold or deployed in the city that has not passed independent outside validation. The proposed law would also mandate a shutdown capability to allow a human operator to temporarily or permanently stop a model from working. The legislation would require certified validators to grade models on data provenance, bias, and privacy before certifying readiness to the city's Cyber Command.
