OpenAI now prepares explicit safety cases before reinforcement learning runs likely to increase model capabilities substantially, extending checks beyond the release of completed models. Both OpenAI and Anthropic have committed to giving independent evaluators access comparable to employees; Anthropic’s evaluators will verify safety practices, report incidents and assess alignment during training. Altman said work need not wait for legislation or an antitrust exemption. “When we talk about ‘pacing’, we do not mean ‘stopping’,” he wrote, adding that progress should be slower than it otherwise could be.
