China's State Council introduced a framework to synchronize computing power and electrical grids as part of an "AI Plus" campaign during a meeting on October 16. President Xi Jinping has expanded the mandate to call for integrated planning of computing power, electricity, and water supply to support the nation's artificial intelligence infrastructure. The initiative, chaired by Premier Li Qiang, aims to convert AI technology into productive capacity by prioritizing real-economy applications, joint research and development, and the expansion of pilot scenarios, while adopting tiered, industry-specific policies and strengthening security assessments.
