Washington is warning dozens of partner countries that they cannot simultaneously join US and Chinese technological initiatives to secure influence in the global AI race. Joining China's AI framework results in exclusion from US programs, which include the AI Opportunity Statement that already has 35 signatories for cooperation on AI models.

The US also seeks broader alignment through the Pax Silica supply chain resilience initiative to counter China's World Artificial Intelligence Cooperation Organization and its focus on open weight AI models. Kazakhstan is currently the only nation to have joined both initiatives, positioning it as a strategic target given its deposits of critical minerals.
