The Commerce Department is developing a policy to stop Chinese AI firms from using advanced U.S. chips in overseas data centers, including facilities in Thailand and Singapore. The rule targets a loophole allowing firms to use restricted compute without physically importing hardware and could require operators to perform know-your-customer checks as a condition for receiving chips.
This initiative serves as a slimmed-down replacement for Biden-era AI diffusion export controls. The push follows allegations from Office of Science and Technology Policy Director Michael Kratsios that Moonshot trained its Kimi K3 model using Nvidia chips based in Thailand.
